摘要

  近些年来,由于居民生活水平逐渐提高,公民对公共基础设施拥有更高的需求。过去中国的基础设施建设主要是由政府垄断性主管和经营,使政府背负较大的财政压力,为缓解现状,我国政府引用特许经营机制,即 PPP(公私合营)的模式。BOT 模式为其中一种典型的融资模式,即“建设-经营-转让”。与许多发达国家相比,BOT 模式引进到中国的时间相对比较短,但近几年来得到迅速发展。BOT 模式具有投资周期长,风险大的特点,省部级论文发表,使许多投资者持观望和怀疑的态度,因此如何准确的对 BOT 模式下特许经营权价值进行评估成为了我国基础设施建设方面的重要问题之一。

  通过搜集大量的文献和学习评估知识,对 BOT 模式下特许经营权价值评估方法进行了简要的研究。首先,本文对 BOT 模式融资,特许经营权价值和 BOT 模式下特许经营权进行理论分析,最终发现 BOT 模式下特许经营权作为一种无形资产,评工程师职称论文,其具有一定的期权特性;其次,笔者通过对期权理论和传统三大评估方法的分析,可以发现大多数无形资产适合收益法进行估值,但 BOT 模式下特许经营周期长,折现率等相关系数的确定存在很大的难度,且收益法无法反应特许经营权高风险带来的价值,因此在传统收益现值法下附属其期权特性,可以使估值结果更加符合实际。最后,职称论文格式范文,将模糊数学理论、实物期权法与收益现值法相结合,构建 BOT 模式下特许经营权评估模型,并通过案例分析加以辅助,分析得出该模型可以更加准确的对 BOT 模式下特许经营权进行估值,具有一定的理论和现实意义。

Abstract

  In recent years, with the rapid development of China and the continuous improvement ofpeople’s living standards, citizens’ demands for public infrastructure have also graduallyincreased. In the past,China’s infrastructure construction was dominated and operated by thegovernment’s monopoly. This caused the government to bear greater financial pressure. Inorder to ease the current situation, the Chinese government quoted the franchisingmechanism, namely, the PPP (public-private partnership) model, and the BOT model was oneof them. A typical financing model is "build-operate-transfer". Compared with manydeveloped countries, the introduction of BOT model to China is relatively short, but it hasdeveloped rapidly in recent years. The BOT model has the characteristics of long investmentperiod and high risk. This has led many investors to adopt a wait-and-see attitude. Therefore,how to accurately evaluate the value of franchise rights under the BOT model has becomeone of the most important issues in China's infrastructure construction.

  By collecting a large amount of literature and learning assessment knowledge, the authorconducted a brief study on the valuation method of franchise rights under the BOT model andimproved it First , this paper theoretically analyzes the BOT mode financing, the franchisevalue and the franchise right under the BOT model, and finally finds that the franchise rightunder the BOT model is an intangible asset, which has certain option characteristics;secondly, the author passes the option. Theoretical and traditional analysis of the three majorassessment methods, we can find that most of the intangible assets are suitable for valuationby the income method, but the long franchise period under the BOT model, the determinationof the discount coefficient and other correlation coefficients is very difficult, and the incomemethod can not relying on the value brought by the high risk of franchise rights, appendingits option characteristics under the traditional income present value method can make thevaluation result more realistic and make the valuation result more accurate. Finally, throughthe combination of fuzzy mathematics theory, real options, and present value of proceeds, theauthor constructs a valuation model for franchise rights under the BOT model, and assistswith case analysis. It is concluded that the model can more accurately manage franchiseunder BOT model. It has theoretical and practical significance.
